Colorado allowed a lot of stores to sell weed, so they had a lot of stores selling weed but the big stores (like Walmart for weed) had a lot of power. Washington, however, had fewer stores selling weed, so it was more fair for the small stores. Also, in Washington, the stores that sold weed weren't allowed to grow the weed themselves, so they had to buy it from another store that just grew weed.
